Many pet owners incorrectly believe that fleas die off in the winter, and hence choose to decline proper pest control when the cold kicks in. While it’s true that these irritating bugs can’t survive freezing temperatures, they plainly seek out warmer locations when the temperature drops. Flea eggs can live year round in protected areas like crawl spaces, porches and garages.  So the short answer is yes they cant still get fleas in the winter time which is why it is important to keep them on a treatment all year long.
